T5HO tube length? please help

Ok so I bought a Solarmax deep blue professional dual 18w T5HO 20 inch fixture for my 10 gal
It came with a Actinic 03 and a10,000k daylight (both tubes are slightly longer than 18 inches and are also made by deep blue professional), the lights are not ideal for a planted tank so I bought some different tubes
a 650nm roseate and a 6000K daylight both made by AquaticLife the replacement tubes were marketed as 18w 18inch but when I got them home the replacements measured 16.5 inch tip to tip, obviously they do not fit my fixture
So my question is this: which length is the industry standard length for an “18 inch T5HO”? 18” or 16.5”?
I am either going to return the bulbs or the fixture depending on which is manufacturer specific.
I have my suspicions on 16.5 being the standard because deep blue professional has, quite literally, no contact info anywhere (not even on the information included with the fixture) but it’s just a hunch
