I think you can get it off Amazon pretty cheap if you have Prime. I remember bookmarking it. Lemme see if I can find the exact price.

So 4.4 lbs is $11.47 shipped with prime and 8.8 lbs is $19.38 shipped with prime.

If you are new to shrimp keeping, this substrate can used immediately however the enzymes and biofilm necessary to support shrimp will require several weeks to develop. I am not referring to the beneficial bacteria of your traditional fish tank, which of course needs to cycle in due course to process waste. Anyway, I digress. Search online and you'll likely find many places for this substrate.

I just passed by Pacific Aquarium in Chinatown the other day. I think they have it for $15, the smaller size (3 lbs?) They also have a generic one similar to it for $30 (around 10-15 lbs) I find that BK 8th Ave. aquariums have cheaper equipment so you could try there too.
