Will temperature affect plant growth? Will lower temperate (Ex. 65F) slow the plant growth?

Some plants will be fine, some plants will not, It really depends on the plants. Most of them will grow slower at that temperature but not all.

Yes, temperature does directly affect plant metabolism.
Take a flower, for example, if the flower lasts 5 days at ~ 70F, it will last about 10 days at ~60F and approximately 2.5 days at about 80F.
This phenomenon is referred to as Q10.
Remember, it is an approximation.
Obviously, if the temp gets too far out of the plants comfort angle. It will eventually expire

Every 10 degrees celcius metabolism doubles or halves depending on whether it increases of decreases. Also not all plants can survive cold temperatures or too warm. 65-83F is fine for most plant species.
