Has anyone collected this in the wild and adapted it to tank growing? I was never a big fan of lawns, but saw some growing wild a few days ago and collected some to try out. It was very small, and I was hoping it was maybe E. parvula, but it definitely keys out to acicularis.

Just wondering if I should start it emerse for a while first or just submerge it right away.

Yes, definitely Eleocharis. Couesfanatic, this was down by Yachats, OR; but the range data say that it can be found along the lower Columbia too. It looks very different growing outdoors, it's not usually underwater. Right now on the coast it has a lot of winter browning mixed in and no flower / seed heads.
