For a planted tank.. What would be the better pump? 8W maxi jet 600 or 10w maxi jet 900?

personal preference aside you just want enough water flow to stop dead spots in the tank. Dead spots breed the introduction of algae based off of nutrient build up.

What is the metric for determining a dead spot?

make sure that all leaves are 'gently' swaying in the breeze. That is the general rule of thumb.
