eheim pro 4 350 might be over kill but totally dead silent before even putting the rubber feet on. Also gets even quieter once the bio slim lubes up the impeller. I would buy these for life at this point. Plus super easy release valve for both hoses. Zero spillage. Priming also super easy. I would however change the black plastic media that comes with the unit to a ceramic media of some sorts or crushed volcanic stone.

I have an Eheim 2215 on my 30 gallon tank and it's fantastic. Cycled really fast, does an excellent job and it's freaking silent. If you are into how things look then get Installation Kit 1 and 2 which are replacements for the green pvc intake and output gear and replaces them with dark and light grey pieces that not only look way better but have access ports where you can pour water so you don't have to prime the pump by sucking on some PVC.

Eheim ECCO all the way. One of the most affordable Eheims. The largest model would be great for a 25 gallon. I have 2 ECCOs running on my 55 gallon. I've been in the hobby for 25 years and for the price these are the best filters I've owned. My current ECCOs filters I've had for 5 years.

Filters more important than substrate, lighting, CO2 imo

I'd like to read your reasoning, especially for a planted tank where biological filtration is less of a concern
I don't think the utility of Co2 can be denied and if a person were to go with budget lighting and filtration to afford Co2 i think that trade off would be certainly justified

I am currently starting a new planted tank 25 gallon high tank, need some tip and ideas of which Canister Filter I should get?
Everyone's got their favorite. Mine is the Fluval 206. Absolutely silent. User friendly, self priming, and great warranty. Wouldn't use anything else 😊

I'm using an Eheim 2215 on my ADA 60p at full blast and it's working great. Good water movement and the fish don't seem to mind at all, especially now that the stem plants have grown in; heck they even go play in the current. Nice thing about the 2215 is you can increase the flow a bit more by swapping in the 2217 impeller. I think a 2213 might be a bit small for a 25 gallon - I run one in my Mini M (5 gallon) with a standard ADA outflow lily pipe and my Betta has no issues with the current. You can always reduce the flow of a bigger canister, but it's hard to make a smaller canister flow more.
