Whats wrong with my Serpae Tetra?

I made a short video of his behavior. Hes swimming awkwardly, and he has black spots on his tail and body. None of the other fish are exhibiting this behavior or have spots.

I did a check on my water params today and noticed that my amonia jumped up to 1.0 and my nitrates were super high which is weird cuz its been only 4 days since I did a water change. I did a 70% change today to see if it helps but since none of the other fish showed any signs of problems I'm not sure thats the issue.

Welp YouTubes being a butt and wont load your vidoe.. Keep getting an "Error occurred" message.

But with your ammonia being that high, I would think it's ammonia burn.

Add in some prime to help bind the ammonia and break it down.
I watched the video it worked for me, he looks like his swim bladder is a little off, id give him a salt water bath

I don't have another tank set up... whats the best way to do that without harming my other fish / plants?
Using a bowl putting the recommended amount of salt in with water and putting the fish inside.

Get the ammonia down pronto, or else treating any of the other problems will accomplish nothing.
im trying to do the salt bath thing. I cant catch him though! These guys are so fast.
