I am redoing my intake and returns too 1 inch pvc an would like to paint them black, is the Krylon Fusion Paint the best to use for inside of the tank submerge in water ?

Do you have to use a fine sand paper and sand the surface of the PVC before spray painting it with a Krylon Fusion or any other paint?
My first set of elbows I spray painted them without sanding an they look like @#&*!!

A very light sanding or cleaning with solvent (detergent and water counts) is a good idea for a better finish. The usual problem with fittings is going to be oil film from handling.

After 3 sets of tries I finely got it right. Now how long does it take for the paint to dry real good, 7 hours later an it stills feels kind of tacky?

If I remember right, Fusion says on the back of the can it takes 4 days or so. I'd just read the can and do what it says, no mystery there. Might also want to think about two coats, as the paint does come off fairly easily with some handling/cleaning.
