Tank is around 100gallons.

T5 HO would be great but I'm not sure if T5 HO has the intensity to reach the carpet plants (requires strong light to thrive).

Carpet plants need good CO2 to do well. With that, they don't need nearly as much light. But, T5HO bulbs give about 30-40 micromols of PAR per bulb at 28 inches distance, so a 2 tube fixture can give enough light for most plants, including carpet plants. A 4 tube fixture is getting to be very high light and can lead to algae problems if you are not really fastidious about tank maintenance, water cleanliness, fertilizing, CO2, etc. at all times.

how about red plants? would 2x T5 HO be enough to bring out the red?

In some plants, especially as they grow closer to the surface.

If you're wanting lots of reds in there you're going to need to get a pressurized CO2 system. With CO2 and a good fert regimen, then you could bump up to 4x54 watts.
