Neither of those will eat that. Otos like soft algae. The simply love the soft brown algae. The only thing that really eats green spot that I have noticed is snails, and only certain kinds of snails.

Will they eat plants as well? How do mystery snails reproduce?

I'm already fighting a mini ramshorn infection in the tank. I destroy every egg I see every day.

My plants are untouched, they do a good job of cleaning dead spots on plants though. Most mystery snails leave a large, easy to see, and easy to remove egg mass above the waterline. They require physical mating.
