What is this brown schmuck?

My 75g is plagued by brown schmuck. It has all silk plants that were so beautiful but are now brown. This has been a constant problem and I can't believe it would be diatoms because this tank has been up for two years. It does not rub off and it doesn't come off when a snail is grazing on the leaves. I don't know if this is some kind of algae or what.

It has Turface as a substrate, 40W T10 for light, always had artificial plants (I put in the silk plants about two months ago) and has been your average community tank since I started it in July 2010. It currently has two Fluval 206s and a gigantic Marineland HOB for filtration.

What is this schmuck and how do I get rid of it?

Most likely diatoms. Is that a fake plant? If so its made from fibers and makes a great spot for diatoms to thrive.

It is a silk plant, yes. Wouldn't diatoms rub off or come off when a snail grazes on it? Why would I have diatoms in a tank so well-established? And how do I get rid of them if they are actually diatoms?
