That's a sign of nutrient deficiency. The plant steals energy from the old growth to support the new growth. I bet one of your macros is at zero. Just a hunch.

Do people measure or test for their macros? If so, how?

I'll put in another vote for moving shock. I've had java ferns do this before when moved and bounce back after a while. altho you always want to be sure there are sufficient macros and micros available to rule out any deficiency.

So what's the verdict? Do I continue what I'm doing viz a vie ferts and water changes and just give it time? Do I up the dosage of anything? Are we all agreed that it's not algae?

Did the situation improve? What did you decide to do, in the end?

It has improved somewhat. Some of the smaller leaves that had it really bad rotted away to almost nothing, so I took them out. The larger leaves have made some improvement, and the rhizomes are sprouting new leaves. I hate that sometimes all it takes is patience. I'm more of a, "I understand, but what can I do right this instant?" kind of person.
