What is the name of the small algae in the middle of this pic...stick on my vallisneria...only on vallisneria..

Looks like the start of hair algae to me although it's early to say for definite. I would manually brush it off before your next water change. Ensure that if you are injecting CO2 that it is at the optimum levels, as well as plenty of ferts and a good balance of light. I would not worry about it too much until it gets out of hand (which it shouldn't if you take care of the tank).
