My hc is pretty much it a stall and a dull green color and covers 65% of my 46 gallon. I have flourish root tabs that have been in for a month and I dose 45 ml of nutrafin plant grow once a week.

I see from another thread that you have good co2, and maybe to high of light. Exactly what kind of fixture and how many bulbs/watts does it have? What is your nitrate and phosphate reading?

You are going to have to dose NPK with that light and co2 setup. The T-5s alone put you in the high light range. Here are the ranges that are suggested:

Nitrates 10-20ppm
Phosphates 1.0-2.0 ppm
Potassium 10-20 ppm

Look up some info on EI dosing. After failing at planted aquariums for 8 years I have finally come to a place where I have, at least for now, defeated problem algaes. It has been done primarily by keeping my NPK where it needs to be.
