if you have a good / healthy planted tank you should not need to add any chemicals to it. Ive never tired that stuff before but would guess that it is snake oil.
You should not need that stuff in a healthy aquarium.

Save yourself the $5 and just physically vacuum the gravel.
if you don't over feed,
or over stock fish and
have 3' of fine gravel,
good plant coverage,
then you should not
need to vacuum at all.
