What am I missing??

I have a 40 gallon planted tank. With dwarf baby tears that aren't doing so well and other than not having a circulation pump to have to co2 spread through out the tank. I don't know why they aren't doing well... I have 2 t5 plant lights and a t5 ultra sun light and a small co2 kit. Are there any recommendations of what I can do to help my baby tears???

How many watts are the light bulbs you're running? And are you adding any ferts?

I think this is the culprit. By taking a look at the other plants in the tank, it looks like a severe nutrient deficiency. Most carpeting plants require at least root tabs, and I didn't see any mention of any.

In addition to the fertz, may need to bump the CO2 up. I thought my CO2 was right (based on dK and pH) but found i could really crank it up before my fish showed any stress and it helped me tremoundously with growing plants
Yes I have been using fertilizers... I have been using root tabs... But not many... Probably need to add more... But if I am reading them right they are 39w... Each pumping 5k (total of 10k )....

And I'm kinda new to the new co2 thing what is the rule of thumb for how many co2 bps for a 40g?? Isn't like 3 or 4 bps?? Or is it more??

Yes, they are 39W.

5 K(elvin) is just the colour temperature of the bulb. Using two bulbs will not give you 10,000 Kelvin.

3-4 bps sounds about right, though bubbles per second is only a (very) rough estimate for how much CO2 is going into your aquarium. Things like how much CO2 is being off gassed, diffusion efficiency, plant mass, etc will affect whether you need more or less CO2.
