I'm running my tank with not much flow on the surface now like no bubbles at all only nice circulation.... and I noticed some type of oil on top of the water ... but it's not oil because when water splash forms little flakes...

flakes

oil

It's the same surface film a lot of tanks get. Good surface agitation and/or a surface skimmer will take care of it. You can run an airstone at night or raise your filter outlet so it churns a bit at night as well. A surface skimmer will also get rid of it. There are a few that you can get that attach to a canister filter. Eheim, ADA and others make a standalone skimmer.
