My outdoor faucet is all wrapped up for the witer. Fortunately, I have access to a sink in a greeenhouse, where the drain goes directly to the outside - it's used to wash dirt out of pots. But how do *you* wash gravel in the middle of winter?
I don't, actually I don't wash my substrates before putting them in the tank anymore. I have a power head to keep the dust in the water column and a couple of extra filters to pull it out of the water column overnight.
Planning ahead is your best course of action, if you already have the bag of fish at your house it's to late to setup the tank.
