Your neos should be fine in hot temps. I kept them outside in Arizona during the summer when the water would get into the 90's. Do you have a basement you could put them in? I live in Denver and they stay in the 70s down there during the summer. My problem is actually keeping my tanks warm enough in the winter since we keep our heat set at 63.

Sulawesi shrimp need water in the low 80's but they need it very stable so you would need to have a good heater to keep it in the 80's during the winter as well.
