I am not sure this is posted in the right Forum, but I want to split my culture and need to know the correct ratio water to vinegar to start a second batch. Does anyone know?

I think that depends on your tap's pH, or if you're using DI or RO water.

33%-50% vinegar. Make sure to use non-distilled vinegar like apple cider. The worms feed on the critters/bacteria in the vinegar. No critters in distilled vinegar.
