URGENT: fish paralyzed from head down

today i saw my little cardinal tetra acting weird in the tank. I took a closer look and found that half of its body had lost color and his two front fins were the only thing propelling him. I suspect he is paralyzed, but what could have caused it and what can I do????????? Any help appreciated.

Ok, now im really weirded out, because this morning I woke up and found one of my blue rams showing the same symptoms. This rule out the theory of attack by another fish because he was the most aggressive in the tank. What disease could this be and how can I treat it???????

lets get some basics on your tank.

how long has it been up and running?
do you have a test kit? if you do we need you to test for Ammonia, nitrIte, and nitrAte. whats the tank temp?

if you can get us photos of the fish that would help us a lot.

i was going to ask what the PH was in your tank. i have learned in in my reading that Cardinals like soft water. and my experience at work would back up that finding.
