not really, I just go for the biggest dimmable fixture I can afford (which mostly meanS I build my own). Then adj. as needed..
As a baseline, and a statement that drives people crazy, you can start w/ 1/2W =1W t5 and go from there.. Adjust up for deeper tanks, down for shallower tanks.
Shoot for 1W per gallon if dimmable..2W/gal LED for high light..
ONLY a starting point. finding PAR charts is MUCH more precise..;)

Mainly I look at light quality for plants first, cost to operate second, followed closely by life of fixture and durability followed by features.

That being said, I have cfl and both propose built led lights and screw in led bulbs. No t5/t8 lights though they are an option if I ever get a bigger tank
