I absolutely love German blue rams and would love a pair for my 30 gallon planted tank. I live in Arizona and my tap is pretty hard, high seven pH so was hoping to get some local bred or some local in the us, not looking for wild caught or imported due to my high pH. One of my questions is would it still seem cruel to house them in my pH if I purchased some that were bred and raised in higher pH? Also I would be perfectly fine with just one and not a pair considering they might not even breed in my pH but none of my lfs Carry them, which leads me to think maybe I shouldn't try them at all as they might not do well in my water. Any feedback or help would be greatly appreciated!

They don't ship well which may be why your LFS doesn't have them around.

My understanding is GH and KH play a big role as well. If your water has low gh/kh you might be in a better position even if your ph is outside their normal range. I've not kept them so this is just what I've read.

Anyway your best bet for finding breeders in your area are local aquarium groups. A good local fish store will know of some. Also there is facebook. Here are two I found with pretty minimal searching so there could easily be more.
