So I'm setting up a 20 gallon long with swords, dwarf sag, riccia, rotala(sp?), and various crypts like wentii and parva. Its either with eco complete or a similar brand mixed with dirt and capped with sand.

Since the tank is only 10 inches tall after substrate and 30 inches long do you think a finnex planted+ would be over kill? No CO2, plan to cover the top with duckweed and floaters though. thoughts?...

I say no, but then again I'm not an expert. I just bought a Finnex Fugeray for my 20gallon long and Ill see how that plays out.

I feel that if you're plants start dying you could always reduce the amount of time the light is on throughout the day.

I think you should be fine. I just put a Finnex Planted + on my 20L (minimal ferts, no CO2) so I'll see how it goes but I don't expect any problems. If you are adding floaters, that should reduce the light and you can always suspend the light above the tank or decrease your photoperiod if the light causes problems.
