Thoughts on this light for 60p?

Wondering what your thoughts on this light would be for a 60p?

It comes with 4 x 24W T5 (2Ft) bulbs and you can turn only 2 on or all 4 on if you need to.

Would this get me into the high light range? (They will be hung from a light stand, and distance to the tank is adjustable)
