Has anyone kept these guys? Different Internet sources list adult sizes ranging from 1.5"- 3" :confused1:

If you've kept these guys, how large did they get?
Also, are they good schoolers? What is their preferred tank level (bottom, middle, top)?

Yes. I saw that site. I've visited many sites and I'm getting a vast range in potential adult sizes for this fish.

For example, on this site, the adult size is listed as 1.5"

That's why I was hoping that someone who has kept penguin tetras might be able to chime in with their experience on this fish's adult size.

Siggav http://www.plantedtank.net/forums/showthread.php?t=182873 has some Penguin Tetras and I think really likes them... As for their adult size, sorry, but you could message Siggav and ask what they think.Though I'm not sure how long Siggav has had the tetras.
