If the bulbs are close together, and there is no baffle between them that interferes with the light from the two bulbs overlapping, it would have to be about 12 inches from the substrate to get around 40-50 micromols of PAR. You wouldn't get much spread of the light at that distance.

ok sort of strange but have access to dual t8 fixture with very bad shop type white painted reflector
i need medium light

there is a little baffle and bulbs are about 4 in apart
so two dual bulbs might cover 36 inch if placed a foot apart at 12 inch height?
