If those lights have good reflectors, similar to T5HO fixtures, you should get high light with 4 T5NO lights. Possibly at the low end of high light, but still enough to grow almost everything if you use pressurized CO2.
Would this qualify as a low-tech, medium-tech or high-tech? would i need Co2 or could i get by with flourish excel? On substrate i thought of using flourite mixed with sand and using seachem's line of ferts.
