Would a T5 HO 2x54 on a 24" deep tank (60 gallons) be sufficient for sword plants and other low light plants with Flourish and Excel?

With good reflectors 2x T5NO is plenty for a 24" high tank *if* you make it easy for the plants to grow by using non-limiting fertz and CO2.

Watts per gallon is an outdated rule of thumb that came about when there were two types of lighting for aquariums. Incandescent and ancient fluorescent lighting.
Forget you ever heard the term and you'll be better prepared to help the next group behind you.
