No idea what your setup is. But just throwing it out.
Reduce the distance of the filter from the tank like keep it close to the tank, same level, cut the pipes short so more powerful suction.

If I understand what you are doing, you want the filter to pull the water more distance from the water level to up and over the tank rim? And it doesn't do it, like in it won't start moving water? That is not one that can be changed by changing the intake. The motors on filters are designed to be very small and cost efficient but as a tradeoff, they are also very weak pumps and can't lift water very high. Lots of times it is only going to lift it a couple inches to get it over the tank wall and the rest is a simple siphon operation.
You may need a pump change if this is what you are wanting.

As long as the return is pretty close to the same level as the intake, it shouldn't really matter how far down the water line is.
I'm trying to make a new intake pipe for sunsun filter. My tank was setup for fish but I recently sold them all and I got turtles and the sunsun filter requires the water level too high for turtles. With the new intake pipe the intake is not sucking enough water.

Yes, this is pretty much true of all canisters and lots of HOB filters. The suction created by the small motor is often not great enough to draw the water that high.

There are 2 potential problems:
1. The intake is sucking in air because the intake joint is above water
Solution: put petroleum jello all around the joint and see if that helps. If it does, use silicon for a permanent solution or get a one piece intake (from Eheim)
2. As others said, the motor is too wimpy to get water over the edge
Solution: fill up the tank and get the flow going and then reduce the water level (your water change in reverse)
Once you get the flow going, having the top of the filter below the desired water level should help to keep the flow going.
One or both should get you going. If not, do post a picture of the intake.
