so...
from reading these threads im thinking the best low cost option for substarte in a large tank would be a base of soil topped with uncented kitty litter. Anyone have any input or words of caution.

That would work. Be careful when you replant, and I'd do most of your initial planting before putting water in, and then fill up slowly.

Don't use soil that has ferts added, use plain cheap topsoil. Extra ferts in soil will really give you algae trouble, since most potting soils have urea (ammonia) based ferts in them.
