ive seen other people's tanks with a tiger lotus plant that stays close to the substrate and grows more horizontal than vertical. I have tried to find a name for it but just cant, does anyone know what plant I am talking about??

You just have to keep trimming leaves that get too big and/or head for the surface.

I could be wrong, but I don't think there is a species that will stay low and small without trimming/training.

what lotus plant do I have here then. I was under the impression that this was the type that stays small but look at it. how would I possibly trim this and keep it small??

In addition to trimming runners...you also would have to sacrifice ground coverage of surrounding plants, so light will allow lotus leaves to creep. Otherwise energy will be used to send runners to where light intensity is.
