They look like springtails, since they're above the water's surface. That or they could be mites as well. Just dunk the leaves into the water and the fish will munch on'em.

I have em too - never seen any sign of them being a problem! They're so light they can skip across the water surface too if I bother the emersed leaf they're gathered on.

 

[ahem]

I've see little bugs like that except in the water column. I've also seen my fish go after them when they see them, nice fresh produce.
