Pro tip, wipe the inside of the aquarium right at the gravel line before taking a shrimp photo. From what I can tell, this looks like a normal light blue shrimp, possibly a saddled female (the rili type at bottom definitely is). Blue velvet, sky blue and such are trade names for shrimp with this color, but they pop up in my cull tanks which came from mostly red cherries. Perhaps some have started out with a rili pattern but I'd never know in a big heavily planted tank with scores of shrimp. I would not consider the shrimp sick because of coloration at any rate. I'm unaware of diseases that pass from freshwater fish to shrimp, and they certainly aren't common if they even exist. The only downside to guppies will be that you won't have nearly as many babies reaching adulthood.
