the fact your nitrates are 30 and you have shrimp in the tank can cause a big problem. even with all my planted tanks and fish i never got over 10 nitrates. 30 can kill shrimp

I've had my PFRs in 80ppm nitrates with no ill effects. Neos aren't as sensitive to nitrates as other shrimp.
