Water changes will lower your nitrates....they shouldnt be that high if you have just shrimp. Sounds like something else is going on there to. I would also looking into RO and remineralize it gives you a better ability to control the parameters. Even if you just buy a jug and use the grocery store water it is very cheap for a 6g. Also make sure you tank is cycled properly and mature.
