Those are the tubercles I mentioned but they only appear when they're ready to breed.it's been a while since i've had goldfish, but my males always had the tiny white bumps on the gill covers.
You are right snafu and mistergreen. They usually appear around 2 years of age, when they are ready to breed. I'd say if it is older than 2 yrs old, it is a female.
