Regulator Help, having issues

So I have a Dici Regulator I got as a gift from a friend. I canned my old one as it was starting to have issues. But when I hooked this one up it let bubbles out for a couple seconds then it stopped. I have hooked it up and replugged it in 5 times and I cannot get it to work. What could be wrong as I am not that knowledgable with this.

Let bubbles out where? The bubble counter or into the tank? Are you sure the solenoid is functioning properly?

I hit it with my flash light a poof it started working
