Quick Substrate Question

Ok I decided it'd probably be a smart Idea if I added plant-specific substrate to my tank so I have some questions.

1.) If using potting soil would regular sized gravel work at keeping the nutrients contained?
2.) Is there any place to find special substrate like Fluval Stratum locally?
