I live in a country where temperatures range between 28-34 degrees celsius. Are heaters like oase HeatUp 200 or eheim thermocontrol e 200 able to bring the water temperature down to 22 degrees or they can only up the temperature with regards to the environment

Heaters only increase temperature. You would need either a fan blowing on the surface of the tank to cool it through evaporation or a chiller. Chiller's are expensive but definitely the most effective especially if you need a big drop in temperature. A fan will only get you a few degrees.

Increased aeration via an air stone or water flow has a similar effect to the fan.
