High phosphate is not a problem, that said, you don't need too much either.
Question re: partial EI dosing

I just ordered some EI ferts to dose because I am having some trouble with my plants not growing as quickly as they should, and a bit too much algae. 30g long tank, with 4x39 T5 6700k. I dose with Flourish every other day (3x a week). Dirted substrate with dolomite, potash red clay powder and Miracle Gro Organic potting soil, blasting sand cap. 2 DIY CO2 canisters with nano diffusers on each end of the tank, close to the powerheads for circulation.
I ordered KNO3 and KH2PO4. Since my phosphate levels are high enough, should I skip dosing the phosphate and just dose the nitrogen, or should I just dose both? I don't want the phosphate levels to be TOO high.

What you really don't need is 4 T5HO bulbs lighting a 13 inch high tank. Even one bulb is too much, unless you have it raised about 8-10 inches above the top of the tank (assuming that you have a good quality T5HO light fixture and not a FishNeedIt light). Two widely spaced bulbs would help in covering the whole front to back depth of the tank, but those, too, would need to be raised 8-10 inches to keep the intensity in reasonable limits.
They are raised 8 inches, on for 8 hours per day. I can turn one bank off if I need to, but so far, I have less problem algae with this setup than the original single CFL I had.
