I've read that PVC pipes can be used to breed pleco. Can they also be used to breed shrimp? Or is cholla wood the way to go?

I'd go with cholla since the shrimp can graze on it. I'd only go with PVC if you're trying to breed crayfish.

I've used black pvc from the irrigation section of home depot. I just cut them to 4 inch sections and super glued them together. I then put some taiwan moss on them. The only issue with the black pvc is that it floats and you just need to weigh it down some how
