PVC cement is OK for aquarium livestock. Air it out or run some water through it until it does not smell. PVC cement is the right stuff to use for PVC. It actually dissolves the PVC a bit and then the PVC sets up again, joined to the fittings. Other adhesives won't make a good seal with PVC.

PVC is often called "cement" but it might be more correct to call it "solvent welding". As mentioned it softens and welds the PVC together in much the same way metal is welded together. But the bottom line is that it is the standard for much of the PVC used in drinking water service and is considered totally safe once the volatile (smelly? ) parts are gone.
