powerhead to powerful - can it be reduced

I picked up a cheap sun sun powerhead off amazon for like 7$. Its a 528gph and was meant for my 55 planted. I REALLY didnt think this thing would be this powerful but as soon as I turned it on it started blowing the plants around like crazy.
Its the impeller style with the plastic grate over it and I Was thinking just making some kind of modded cover with smaller outlet holes might reduce the flow a bit in the direction pointed and send the extra out the back.
Anyone have any other ideas. Ive read a dimmer in line wont really help either.

Maybe I can elastic some filter material on the outside as well to reduce it a bit. Might not look very nice though.

You can trim the impeller down. It needs to be even and you can't go back. It looks like it would be real easy to just cut a round piece of mesh or screen and put it inside the front of the cage, right in front of the impeller. It will probably push a lot more water out the sides. May or may not be an issue.

You can try aiming it slightly upwards towards the surface. The more angle towards the surface the less current it should produce.

I tried that a bit but then it just blew my floating plants all over the place
