Can someone confirm if the red broad leafed plant below is ludwigia peruensis? If it isn't can someone let me know what it is?

Alternathera reinekii.

"Ludwigia peruensis" is a name that does not really exist. Correct name is Ludwigia glandulosa. That said, hard to make much of anything from that photo.
