Plant/ball/Algae ID

Anyone have ideas on this? It started growing on a plant leaf, and when i pulled it off it wasn't slimy so I let it grow. Its grown like this for the last 3 months and is about an inch across. Scale is that those are little Hydra at the top. Any ideas?

Good or bad? Isn't that what moss balls are?

So I have grown a 'long hair' moss ball. Its not spreading to any other part of the tank either. Slightly surprised.
