Where exactly do you place the gel-capsules? Do you place them directly next to/undeneath the crown of the plant or a few inches away? How many should I use (10g tank with my root feeders being 2 swords and 2 crypt parvas)?

In your case with only 4 plants just place them under or right next to the plants. Push them as far down in the substrate as you can.

I almost forgot! I have a teeny-tiny Val. nana I added about a week or two ago (it has melted down to the roots and one tiny, new sprouting leaf only a millimeter long maybe). Will placing a root tab directly under it help encourage growth?

It will help, but don't expect an explosion of growth the next day.
