When my lights and pressurized Co2 is turned off, the PH in my water hovers around 7.8. Once the Co2 and lights come on, my PH drops to about 6.8-6.9.

I was wondering if it was normal to have a 1 PH swing, and how much of this will effect Red cherry shrimps.

Currently, my Neons and Otos are doing fine. I plan on adding RCS soon and was just wondering if the PH swing will hurt / kill the RCS.

That much swing is just about right as far as having the CO2 under control.
As long as the mineral levels are stable, I think the pH is less important.

What type of mineral levels are you referring to? (sorry, new to all of this)

There are various minerals that are dissolved in water (including calcium, magnesium, sodium, etc).

Some shrimp are more sensitive to these levels (RCS are relatively hardy with regards to this), but as Diana mentioned, as long as their levels are stable, your shrimp should be fine, even with a pH swing of 1 unit.
