I desperately need a new stand for my new ten gallon.

I was thinking I'd cheap out and buy one of the thirty dollar Penn-Plax metal
stands. At least it will be cheap, and go with anything since it's black.

Looking at them I can't help but notice a problem. There's no supports in the center. Does the tank just sit on the side rims? With nothing in the center? Is this safe?

Has anyone used one of these metal type stands and can tell me it's fine?

If you have a glass tank, you will notice that the bottom glass never goes below the frame. The frame is what holds the tank, and you will see that all the weight is applied on the rim of the frame only.
