Are there certain water qualities that will encourage pea puffers to spawn?

I have a male and female and I was just recently able to sex them. The male turned very dark within the past few weeks and a dark stripe developed on the stomach. He has the electric markings around his face. The other one stayed super bright with black spots, some random dots, and is much rounder in shape.

The male chases the female around the tank, but not constantly. My tank is more planteder than any other tank... The plants will literally blocks out the sun. I think if they spawned, they'd be able to protect and raise the eggs. The only other things in the tank are neons and guppies, and the only things that can fit in the plants where the puffers would spawn are baby guppies and the puffers themselves.

Any tips on making them spawn?

Strangely enough, I found java moss growing on driftwood in the tank. It beats me how it got there, as the tank has been up for 1.5 years. It's grown super fast too. It isn't too thick yet, as it started from literally nothing.

How should I go about lowering the pH?

PS: I remember trying to access that site maybe 2 months ago and it didn't work... The domain name is for sale now.
